This summer, construction crews on the Portland-Milwaukie light-rail bridge project need to build four in-water structures. Meanwhile, crews working to clean up the Zidell site need to remove and “cap” contaminants along 3,000 feet of shoreline. Both teams have four months to do this work – and they’ll be working in basically the same place.
